The Collapse of the 28-Point Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the introduction of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of conflicting incidents captured the grim essence of the outgoing year. By day, political struggles are conducted: optimistic declarations are delivered from different nations. Considerable effort is devoted on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, war remains the key method for achieving "settlement".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capacity enabled by current data. From vantage locations, defense planes that had been deployed to counter approaching cruise missiles streaked across the sky – modern combat jets provided to Ukraine by European allies.

Moments later, Kyiv's missile defense thundered: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, probably delivered by Western nations. Every deployment creates sudden vibrations, rattling buildings. The brief panic quickly gives way to sober acceptance: maybe the hostile projectile won't strike its target this time, preventing destruction from ruin and further power outages.

Continuous Dangers

Not long after, a heavy machine gun engaged a aerial vehicle in the vicinity, part of a defensive team – probably imported technology. Regrettably, the shots failed to hit the hostile drone – it pressed on overhead toward its objective.

Periodically, this persisted until dawn. Kyiv faced the morning news: several casualties, damage and utility failures in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those entire period demonstrated Ukraine's vital need on Western support – a reliance that European nations are clearly incapable to fill in the short term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership generated strong feelings, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new initiative from Washington unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually secure success. This pattern will, no doubt, endure.

Political Considerations

It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a premise understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government assumes that it is unrealistic to force Russia to abandon the territory that it currently occupies in Ukraine's south or east.

The issue is that while recognising this factual reality, Washington does nothing to deter Moscow, through words or deeds, from assuming that the current condition will not shift further in its favour in the near future.

Opposing Positions

Therefore, Moscow is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's government remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing people and territory but avoiding a complete military breakdown until situations evolve in its favour.

Current Realities

Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.

These two forces are influencing discussions.

Summary and Prospects

It took a mere seven days to terminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all did their job.

While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to change the course of events, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
